Rhode Island Governor's Commission to Study the Early Intervention Program
Appointed to facilitate the work of the 22 members of the Governor's Commission (State Senator; State Representative; family members; providers; physicians and other early intervention professionals; advocates; state social service, education and health department heads; program staff) toward the development of service principles, eligibility requirements, optimal funding mechanisms, new quality assurance systems, a service model responsive to cultural and linguistic backgrounds of family and increased capacity to provide required services to young children at risk and with disabilities and their families. Produced report to Governor and Legislature that resulted in $2.8 million increase in funding for the Early Intervention System.

Resulted in revised World Health Organization (WHO) guidelines for the use of Vitamin A in childhood.

Three member advisory panel (Chair: 1991-92) overseeing consent decree between the United States
Department of Justice and the State of Oregon regarding conditions in a state institution. Focus on issues of behavior management, treatment of epilepsy, physical management, and rate of accidents and injuries.

Each of the Developmental Centers achieved Active Treatment ratings upon HCFA and State certification review of between 96% and 100%.
