July 15,1999 To Bill Coffelt, Per your request I am writing a letter of support for Phil Campbell and Mary Cerreto. I have worked professionally with Phil and Mary for years. They are excellent professionals with fine credentials. They have both been leaders in the field of disabilities for years. Their work is highly respected. In their capacity as leaders within government in Massachusetts, they focused on a number of critical issues including but not limited to: protection of rights of persons with disabilities and their families; expansion of community based supports; promoting self-determination and choice; and quality services and supports based upon meaningful outcomes. As to their actions related to the protections of rights for residents at BRI, which has now been renamed the Judge Rothenberg Center, Phil and Mary's actions were consistent with current policy at the time, and now, related to the use of aversive procedures in the care and treatment of people with disabilities. Many of the allegations found in press articles have never been founded. It is sad that the media often confuse baseless allegations with facts. Cathy Ficker Terrill
